Why the file is the job
People start this paperwork themselves for entirely good reasons: it looks like a form-filling exercise, the requirements are published, and nobody wants to pay for something they could do. It is only once the consular element appears that the shape of it becomes clear.
What tends to happen is that the inventory is drafted, then revised, then revised again as things are added or removed — and certification cannot begin while the document is still changing. The file stalls not because anything is wrong but because it is never quite final.
So the useful sequence is to survey properly, finalise the inventory once, translate it, and submit it. That is a single pass rather than a loop, and it is the difference between a route that takes its own time and one that takes considerably longer.
The sailing then follows the certification rather than preceding it. A container booked first and certified afterwards waits at the far end at your cost, which is the outcome the whole sequence exists to avoid.
